These data warehouse enhancements will build the foundation for an effective evaluation system rooted in process and outcome data.       Furthermore, the data system enhancements will provide the infrastructure necessary to achieve two (2) data related priorities that SAPTA has reported in its federal Substance Abuse Prevention and Treatment Block Grant (SAPTBG) application.  These two (2) key priorities are: 1) Service Transparency, Accountability and Outcomes; and 2) Data Quality and Accessibility.

These requirements involve a complex system of databases, web applications, and processes.  Specifically, reporting/analysis tools involve the following components:  Data Collection;  Development of a data warehouse that includes data from multiple partners (as detailed in the Scope of Work); Reporting and analysis applications; Dashboard reporting for accountability measures; and Creation of a web-portal with various layers of security/confidentiality.

 SAPTA continues to improve its use of data to influence substance abuse and mental illness prevention practice and to promote positive health.  The prevention data system has been enhanced to capture environmental strategies from coalitions.  However, other needed data pertinent to prevention is not currently located in a single place where it is easily retrievable at both State and community levels.  Through enhancing the SAPTA data warehouse to store data from multiple sources and building a web portal to access the data, greater efficiency will be achieved when providing reports for analysis and planning to SAPTA?s community partners.  Most notably, prevention partners will gain access to data which was previously unavailable or extremely cumbersome and time consuming to retrieve.

 Consultant must perform all activities to the agreed upon project plan/schedule.

Build a foundational, data reporting framework with a web portal so that agency and State staff, SAPTA funded providers, and the general public can access appropriate reports based on their role.

Build and test data transfer processes to import data into our current data repository from multiple sources, which may include but is not limited to: Nevada Health Information Provider Performance System (NHIPPS), Prevention Services, Coalition Events, Treatment of Pregnant Women,       Treatment of Veterans, Treatment of Native Americans,Treatment of Adolescents, Co-occurring Mental Health, Nevada Prevention Clearinghouse,   Nevada Prevention Services Pre/Post Test Data, Nevada Suicide Prevention Data, United States Census Bureau Population Projections,          Nevada Office of Vital Statistics, Nevada Department of Education, Nevada Office of Traffic Safety, Behavioral Risk Factor Surveillance Survey,    Youth Risk Behavior Surveillance Survey, Fatality Analysis Reporting System,  National Survey on Drug Use and Health,  Nevada Uniform Crime Reporting.

 Analyze and improve the current data structure to accommodate the additional requirements of this grant.

Build and test management reports as detailed in deliverables.

  This foundational data portal framework must allow for the development of user queries and printable reports with user supplied query parameters.   When accessing data specific to funded providers, the foundational framework must be able to manage users so they can only access their agency specific data. 

Consultant will perform:

 Requirements and Design Documents; User Management Application Software; Test Plans and Scenarios;  Data Transfer Tests; Training and Guidelines; and Progress and Project Status.

Qualifications:   3-5  years experience as an application developer with .Net framework and visual studio, SSIS, SSAS, SSRS.  Good experience with C#.

Previous experience with SharePoint and datawarehousing projects beneficial.

PROJECT OVERVIEW

The Nevada Department of Transportation’s (NDOT) Intelligent Transport System (ITS) provides roadway information for both the public and NDOT.  ITS for Nevada is in the beginning stages of implementation for various new projects that will provide highway safety information to the public and enable NDOT employees to conduct business in a safe and efficient manner. 

Specifically, this position will manage the following projects:

• The Development of a Center-to-Center (C2C) Data Exchange Interface Based off the Institute of Transportation Engineers (ITE), Traffic Management Data Dictionary (TMDD) standard V3.02;
• Network Migration and Separation from the NDOT Production Network;
• Implementation of Wireless Access for NDOT buildings;
• Expansion of a Streaming Video Application to Public and Private Partners known as Video to Web (V2W);
• Expansion of a Streaming Video Application to the Public known as Video to Public (V2P); and Upgrade of the Nevada Second Generation 511 System.

It is anticipated that these projects will be completed by June 30, 2014.

Project Manager must perform all activities to the agreed upon project plan/schedule.  The Project Manager:

• Will be assisting NDOT by providing foundational project management, interagency coordination, and technical review coordination for ITS projects;
• Will develop timelines for the assigned projects within 15 business days of the start date including milestones;
• Will report weekly regarding the established timeline and milestones accomplished;
• Will determine the technical stakeholders for ITS in the Nevada regional planning areas for data collection and general input on needs and recommendations for Information Services (IS) planning development, under the management of the NDOT IS staff;
• Will document all data collection and comments/recommendations for planning development;
• Will conduct a survey of present ITS projects in the Nevada regional planning areas working with NDOT; the purpose of this survey will be to document current ITS projects in order to develop a structured time line for project completion;
• Shall prepare detailed ITS project schedules using MS Office Project 2007;
• Shall schedule tasks and provide updated project schedule; and is responsible for meeting summary notes and final meeting guidelines. 

QUALIFICATIONS:

• Three (3) or more years of experience as a professional information systems/telecommunications or intelligent transport system project manager;
• Experience working with government agencies;
• Extensive experience working with Microsoft Project and Vision;
• Strong organizational, presentation, and customer service skills.

Qualifications:

• Previous Business Analyst experience within Child Support.
• Solid experience with PRWORA guidelines.
• Previous experience with multiple legacy applications and .Net framework beneficial.

• Experience as Systems Engineer for enterprise application built on top Java, Oracle and Informatics ETL
• Ability to gain Minimal Background Clearance
