<p>Patent Classification is a core business of USPTO and as such, a major USPTO strategic focus is to optimize patent quality and timeliness. The legacy system used by USPTO for patent classification is the Classification Data Systems (CDS), which was deployed in 1993 to serve the Patent business area. At the time it was deployed, CDS was responsible for far fewer business functions than it is today. In October 2010, the USPTO announced a joint endeavor with the European Patent Office (EPO) to harmonize their classification systems (ECLA and USPC respectively) into a single system having a similar structure to the International Patent Classification (IPC) administered by the World Intellectual Property Organization (WIPO). The jointly developed system will be more detailed than the IPC to improve patent searching and will be a major stepping-stone towards providing a modern, robust, up-to-date, and harmonized patent classification system.<span id="more-1832"></span></p>
<p>As part of USPTO’s Patent End-to-End (PE2E) strategic initiative, the Cooperative Patent Classification (CPC) will establish the processes and systems to support exchange of data between USPTO and European Patent Office (EPO) for the new Cooperative Patent Classification (CPC) System. CPC will be an IPC-based bilateral classification system that will be jointly managed and maintained by the EPO and USPTO. The CPC System will have a replicated database for CPC data (Classification Symbols, Class Definitions, Classification Schemes, and Symbol Allocations) residing at USPTO and EPO. The conversion from ECLA to CPC at the EPO will ensure IPC compliance and eliminate the need for the EPO to classify U.S. patent documents. At the USPTO, the conversion will provide an up-to date classification system that is internationally compatible.</p>
<p>The migration to CPC will be developed based in large part on the existing European Classification System (ECLA) by converting ECLA symbols to CPC symbols. USPTO’s Office of Patent Information Management (OPIM) is representing the USPTO Patent Business Area in working with EPO to define how the CPC System will be: defined, developed, operated and managed. USPTO Office of the Chief Information Officer is responsible for providing the IT Infrastructure and Software Systems to operate CPC at the USPTO.</p>
<p>It is planned that CPC will supersede the US Patent Classification System (USPC) for Utility Patents and Applications. The existing Classification Data System (CDS), which supports USPC Classification Activities, will be largely replaced by a new CPC Database System that will be augmented with tools to support USPTO-EPO Collaboration and changes to the USPTO Legacy Systems to replace their CDS interface with a new CPC interface. 			<content:encoded><![CDATA[<p>The most common reference related excuse I hear is that the candidate is protecting their reference from an onslaught of calls and emails about the candidate’s performance.   If your reference may be put out by being contacted, should you be using that person as your reference?    When I hear this excuse my hackles go up a little as to why the candidate has told me this.  If you have done well at a position, you should have several good references. As recruiters we are interested in recent positions or where your skills where similar to the position we are seeking candidates for.  My suggestion is to alternate your list if you are concerned about the level of contact your reference may be receiving, not to provide excuses as to why your references shouldn&#8217;t be contacted!</p>
